Scope of Work and Service Proposal



Spotless Bin Co. proposes to provide comprehensive trash bin cleaning services for the 20 waste bins in McKinney MUD No. 1. Below we outline the scope of work, the service methodology, and the proposed schedule and pricing options for the Board’s consideration.



Scope of Work & Cleaning Process



  • Bins Covered: All 20 waste bins under the district’s management, including those located in parks, trails, or other common areas. This includes both standard trash cans and recycling bins (if any) of similar size, up to ~95-gallon capacity. We assume these bins are the type serviced by the waste hauler (roll-out carts or stationary park trash cans). If some bins differ significantly in size or type (e.g. dumpster or specialty containers), we can adjust the approach accordingly, but at present we understand the scope to be the 20 regular waste receptacles.
  • On-Site Cleaning: Our team will perform cleaning on-site at the district, traveling with our specialized truck to each bin location. We will coordinate with the district on whether bins will be brought to a central location or if we will visit multiple spots (for example, going park to park). In many cases, it’s most efficient if bins are gathered or rolled out curbside on cleaning day (similar to trash collection day). We can work with park staff to establish a routine (for instance, directly after trash pickup, a staff member could unlock any stationary bins or roll out bins if they are normally stored inside enclosures).   • Cleaning Method: Each bin will be cleaned using our four-step process:
    1. Pre-treatment: We start by spraying the inside of the bin with an organic degreaser and deodorizing solution to loosen stuck-on grime and neutralize odors . This targets problem areas like sticky soda residues or rotten food juices.
    2. High-Pressure Hot Water Blast: Our truck’s hydraulic lift will grab the bin and invert it over a specially designed catch basin on the truck. The bin exterior is also sprayed down so that handles and lid are cleaned of grime.
    3. Wastewater Recovery: All the dirty water and dislodged waste from the bin is captured by our truck’s built-in tank. Solid debris (like food chunks) are filtered out and collected in a filter trap (which we empty and dispose of properly). The wastewater (greywater) is stored in our tank for disposal at a wastewater treatment site according to regulations. No dirty water is dumped on site. This ensures the area around the bin is left clean and dry – often cleaner than before since we also rinse off any spillage around the bins.
    4. Sanitize & Deodorize Finish: After the high-pressure wash, we return the bin to upright and give it a final mist spray of a biodegradable sanitizer/deodorizer inside and on the lid . This light coating helps eliminate any remaining germs and leaves a fresh scent. It also has a residual effect for a few days, deterring immediate re-growth of bacteria. Finally, we ensure the bin is left with the lid closed to remain clean until next use.

  • Additional Details: Our team will check each bin during service for any issues (cracks, broken wheels, etc.) and can report those to the district if observed, adding an extra layer of asset management. After cleaning, the bins will be noticeably cleaner to sight and smell. We can provide before/after photos as part of our reporting so the Board can see the difference (especially during the pilot phase). All work will be performed by uniformed technicians in branded vehicles for easy identification. We anticipate minimal noise (the truck’s cleaning unit is about as loud as a standard lawn mower and each bin is cleaned quickly). We schedule operations typically during daylight, standard working hours, unless an off-hour is preferred to avoid any park visitor presence (which usually isn’t necessary due to our speed and cleanliness).
  • Safety and Compliance: Spotless Bin Co. will follow all safety protocols. We place safety cones around our work area if in a parking lot or street to alert passersby. Our equipment is DOT approved and our disposal methods comply with environmental regulations (we have a permit to dispose of collected wastewater at designated facilities). We carry general liability insurance and workers’ compensation, and can provide proof of insurance naming the MUD as additionally insured if required. The district incurs no risk in having our crew perform this work – we assume responsibility for our operations fully.




Service Frequency Options



We recommend a regular schedule for bin cleaning to maintain consistent results. Based on industry best practices and the climate in North Texas, monthly cleaning is ideal to prevent significant odor build-up and pest attraction, especially in warmer months. However, we provide a few frequency options for the Board to consider, depending on budget and desired level of service:


  • Option 1: Monthly Service (Recommended) – Clean all 20 bins once every month (12 services/year). This cadence keeps bins continuously clean and sanitary. Particularly from spring through fall when temperatures are high, monthly service ensures odors and bacteria never get a foothold. Estimated pricing: $10 per bin per service. For 20 bins, that is $200 per month. Over a year, the annual cost would be $2,400 for 12 monthly cleanings of all bins. This option offers the best results and a predictable routine. Residents will always find clean bins, and issues like maggots or strong odors will be virtually eliminated year-round. (If budget allows, this is our strongest recommendation for sustaining a high sanitation standard.)
  • Option 2: Bi-Monthly Service (Every 2 Months) – Clean all bins approximately once every two months (6 services/year).
